Amberside Advisors secures key role in decarbonisation programme with Heat Network Zoning Framework appointment

Amberside Advisors and Steer are pleased to announce the successful outcome of their bids for the Heat Network Zoning Framework from Department for Energy Security and Net Zero (DESNZ). We are proud to have been selected across three key areas of the framework, making significant step forward for our Energy Transition team. 



Heat network zoning aims to fundamentally transform the development of heat networks in towns and cities across England. This procurement was designed to establish a consultant framework to support DESNZ with the rollout of the national heat network zoning policy planned to come into force in 2025.


Drawing on our extensive experience in the heat network sector and our ability to form strategic partnerships, we secured the appointment with commendable result, showcasing the strength of our core capabilities. Notably, Amberside Advisors achieved exceptional quality scores of 92% and 98% for Commercial Support (Lot 2.3) and Financial Support (Lot 2.4) respectively, outperforming both larger firms and niche consultancies in the field.


Similarly, the selection of Steer for Lot 1 – National Zoning Methodology underscores the rigorous process undertaken by DESNZ to ensure the expertise and dedication required for this transformative endeavour.


This achievement reflects the collaborative efforts of our teams, with invaluable contributions from industry leading partners. 


Building upon our track record of providing commercial advisory services to both private investors and the public sector, we are well-positioned to support the forthcoming mandates under this framework. Leveraging our industry experience and financial expertise with a strong team of 50 financial modellers, underpinned by advanced financial modelling and data analytics solutions, we are eager to contribute to the realisation of the UK’s heat zoning objectives and advance the nation’s journey towards decarbonisation.
