The North East Local Enterprise Partnership (LEP) covers the sixth largest geographic region in England, at just over 3,000 square miles. Within this area, a significant pipeline of regional energy projects has been identified, the largest subset of which is the £500m Heat Networks pipeline.

The North East LEP has decided to investigate an innovative whole-region approach to their heat network investments, with all seven local authorities (that are part of the NE LEP) working together to achieve the best outcome. They have recognised the potential for accelerating investment by aggregating the project pipeline, and as a result, they have asked Amberside Advisors, to deliver an investment study that would help inform the decision-making process in regard to their heat network development.
As part of the analysis, Amberside have looked to:
Test and verify the assumption that approaching the private investor market with an aggregated pipeline of heat networks projects has advantages over approaching the market with individual projects.
Determine what these advantages are, and to quantify them.
Understand the various options and delivery mechanisms for leveraging private investment into an aggregated regional pipeline and advise on the best course of action for the North East.
Amberside Advisors have worked on a number of mandates in the North East region, including delivery of a very similar study for City Heat Network (model and business case appraisal), as well as an assessment of future IAMP infrastructure, both for Sunderland City Council.
